Licensing Requirements Compliance with the terms of state, federal, and institutional regulations for the procurement of radioactive materials is the responsibility of the user. The Nuclear Regulatory Commission (NRC), a federal agency, has jurisdiction over materials known as by-product, source and special nuclear material. The NRC may delegate this authority to states that have programs that meet NRC guidelines.
